Way of the champion is a newer pack, and is the best value pack for making champion gear. It gives 600 Champion Chests and 55 Crimson Manes for $50. It gives a value of 12 chests and 1.1 mane per $1.
Although this pack gives a better value than Rising Champion pack, a drawback is that it starts at $50, so maybe a bit steep for some people. It also comes less frequently and so you need to be patient to make your gear.
